Most of the vehicles stayed off the road. All the shops and institutes "appeared" to be closed. Intelligence report states that organizations like Dell had asked their employees to report to office by 4:30 AM so that they could sneak them into the office and close the gates so as to make it appear that no one was working on the day... "Dhandha" is important :D
